Man Uses Cellphone To Catch Official Breaking Traffic Laws
BAKERSFIELD, Calif. — A viewer contacted 23 ABC after he said he captured cellphone video of an official vehicle breaking many traffic laws Wednesday morning.
Eddie Garcia said he took out his cellphone camera after he saw an official vehicle with exempt plates speeding down Panama Lane. He said he wanted to see how many other traffic laws the driver would break.
Garcia said he witnessed the official vehicle speeding on public streets, running a red light and speeding through school zones.

“I initially thought it was a sheriff officer responding to a call,” said Garcia.
Armed with his smart phone, Garcia captured the vehicle speeding again down South H Street.
“I was shocked to see such an aggressive display of driving, especially in school zones.” said Garcia.
From South H Street, the driver then continued east onto Hosking Avenue, where the video shows the driver speeding through a school zone while children and pedestrians were present.
At the corner of Hosking Avenue and Shannon Drive, right in front of Golden Valley High School, the video shows the driver running the red light during a right turn near a crossing guard.
Then, a little further on Shannon Drive, the video shows the driver failing to yield to a pedestrian in the crosswalk before pulling into the high school’s parking lot.
“I took the time to get the video because I want to raise awareness that officials should obey the rules of the road and they should be held accountable if they break them,” said Garcia.
Law enforcement does not recommend anyone capturing traffic violators on tape, and Garcia agrees.
“I just happen to be in a situation where this gentleman was headed in my direction while I was driving home. I live across the street from the school, and I was just one of the lucky ones to catch it on film,” said Garcia.
Garcia took down the license plate number and said he called the Kern County High School District and made a complaint.
It is still unclear on whether the vehicle in question is a school official or law enforcement vehicle. The High School District said it is looking into the matter.
